Dubai Visa Guide for Indian Travellers

One thing to settle early: the UAE federal portal does not publish the visa-on-arrival nationality list itself — it links out to VisitDubai.com for the eligibility check. The Abu Dhabi Residents Office states that the list is subject to change and advises checking with the UAE embassy or the airline before travelling. Eligibility is confirmed, not assumed.

In most cases, yes — and it has to be arranged before you fly. The UAE federal portal states that Indian nationals who are not eligible for visa on arrival must obtain a pre-arranged UAE visa before departure, and that a tourist visa can be applied for through airlines, hotels and travel agents, or online through ICP or GDRFA Dubai. There is one branch that changes the answer entirely: an Indian ordinary passport combined with a valid residence permit or visa from certain countries qualifies for a visa on arrival, which the UAE Ministry of Foreign Affairs announces directly.

Two questions settle the rest. Which document do you hold besides your Indian passport? And is Dubai your point of entry, or another emirate? The first decides whether you apply in advance at all. The second decides whether you deal with GDRFA Dubai or with ICP, and that is where the durations diverge.

This is the route almost every Indian visa-service page asserts and almost none of them sources. It is real, and it is published by the UAE Ministry of Foreign Affairs. The UAE Embassy in New Delhi states that from 13 February 2025, Indian nationals holding ordinary passports with valid residence permits from Australia, Canada, Japan, New Zealand, the Republic of Korea and Singapore can obtain a visa on arrival at any UAE entry point — and that this was in addition to the pre-existing eligibility for Indians holding documentation from the United States, the European Union or the United Kingdom.

GDRFA Dubai runs a matching service card for the group already inside the country. It is titled “Extending visas for Indians residing in (US, UK, EU)”. Eligibility is Indian citizenship plus a valid USA visa, US Green Card, UK residence visa or EU residence visa, and GDRFA requires that special document to be valid for at least six months. The extension runs for 14 days from the date of approval. The only document listed is a passport copy, processing time is stated as 48 hours, and the service is available around the clock through the GDRFA website and smart app using UAE Pass, or in normal hours at AMER service centres.

Two caveats. The MOFA announcement grants the entry but does not publish a stay length for Indian nationals, so treat the duration as something your airline and the immigration officer confirm. And the Abu Dhabi Residents Office's general framing — an entry visa issued automatically on arrival, valid 30 days with a 10-day period for extension — is the rule for listed nationalities, not a statement about the Indian residence-based route.

This is the route most Indian travellers actually take. GDRFA Dubai issues a single-entry tourism visa for 30 days or for 60 days. Processing time is stated as 48 hours. The sponsor or host in the UAE must be an accredited establishment working in the field of tourism in Dubai — that condition is on the service card, and it is the reason the application goes through a licensed operator rather than being filed by the traveller alone.

What GDRFA asks for

• One personal photo.
• A copy of the passport, with validity not less than six months.
• An identity card for the country of origin, for some nationalities — GDRFA names Iraq, Pakistan, Iran and Afghanistan. India is not on that list, so an Indian applicant does not need one.

GDRFA sets three further conditions: a valid and approved passport or travel document to enter the UAE and return to the country in which the holder is resident, valid for at least six months; a travel ticket to continue the journey or leave the UAE; and medical insurance valid in the UAE. The travel-ticket condition is the one most often missed, and an application filed without evidence of onward or return travel can be rejected.

The fees GDRFA publishes

GDRFA Dubai publishes AED 252 for the 30-day single-entry tourist visa and AED 352 for the 60-day. The wording on the fee matters, because it is routinely misreported as VAT-inclusive. The service card states:

There is a second set of charges that only applies if the sponsored person is already inside the UAE: a Knowledge Dirham of AED 10, an Innovation Dirham of AED 10, and a fee inside UAE of AED 500. If you are applying from India before departure, those do not apply to you.

On timing: 48 hours is GDRFA's stated processing time, measured from a complete application, not a guarantee. Half the internet says a UAE tourist visa can run to 90 days and the other half says it cannot. Both are describing something real and neither names the authority. The 90-day option is federal: the ICP service card states that its visit visa allows the beneficiary to stay in the UAE for 30, 60 or 90 days depending on the selected duration. GDRFA Dubai's tourist visa is 30 or 60 days only. If your trip is a Dubai trip sponsored by a Dubai tourism establishment, 90 days is not on the menu.

Two ICP conditions decide most planning questions. The holder must enter the UAE within the 60-day validity period of the entry permit, counted from its date of issuance — so applying too early is a real risk. And ICP may extend the visa once or multiple times, provided the total period of stay does not exceed 120 days.

ICP publishes a component fee structure rather than a single price: an application fee of AED 100; visit visa issuance of AED 100 for single entry or AED 200 for multiple entry; a smart service fee of AED 100; a refundable financial guarantee of AED 1,000 for single entry or AED 2,000 for multiple entry; and a financial guarantee deposit fee of AED 20. ICP states that ministries, departments, government institutions and local and federal public authorities are exempt from the financial guarantee, except for their affiliated institutions and companies that engage in commercial activity. That exemption is narrow, and it is not a tourism exemption.

The UAE federal portal publishes no consolidated fee table of its own — it states that charges are on each service card on the ICP and GDRFA Dubai websites. Any page showing you one tidy national price list has built it themselves.

The UAE government portal describes a multiple-entry five-year tourist visa that lets tourists enter on self-sponsorship and remain for 90 days on each visit, extendable for a further 90 days. The portal states this type can be issued for all nationalities, which includes Indian passport holders. It is worth considering if you come to the UAE two or three times a year, because it removes an application from every trip.

The portal sets three conditions:

• A bank balance of USD 4,000 or its equivalent in foreign currencies during the last six months.
• A valid health insurance policy applicable in the UAE, valid for 180 days.
• A ticket showing continuing or return journey from the UAE.

Start with the distinction that causes most of the confusion. GCC citizens need no visa to enter the UAE at all. GCC residents — an Indian passport holder living in Saudi Arabia, Kuwait, Bahrain, Qatar or Oman — do, and they have their own product.

GDRFA Dubai operates a dedicated entry visa for residents of GCC countries and their companions, allowing a visit as a tourist. It is issued for a period not exceeding 30 days and is extendable only once. Processing time is stated as 48 hours, and it is available through the GDRFA website and smart application around the clock. GDRFA publishes the fee as AED 250 plus VAT (5%).

Conditions GDRFA sets

• No entry restrictions on the traveller's record.
• A passport or travel document valid for at least six months.
• A residence permit of at least one year.
• A profession that appears on the approved professions list, subject to the authority's evaluation.

Documents GDRFA asks for

• A valid passport or travel document.
• A copy of the residence permit, or an electronic extract showing profession and validity.
• A personal photo with a white background.

The Abu Dhabi Residents Office states that visas can be extended for 30 days on two separate occasions without needing to leave and re-enter the country, and that tourist and visit visa holders have a 10-day grace period following expiry in which to obtain an extension, after which daily fines accumulate. ICP frames the same thing by ceiling rather than by count: it may extend a visa once or multiple times provided the total period of stay in the UAE does not exceed 120 days.

Where you extend depends on where you are: GDRFA for Dubai, ICP for the rest of the UAE. Two products carry their own rules — the five-year multiple-entry visa allows a 90-day stay extendable by a further 90 days, and the GDRFA entry visa for GCC residents is extendable only once.

On overstaying, the sources agree and none of them soften it. ICP states an overstay fine of AED 50 per day on expiry of the permitted stay period or expiry of the entry visa. The Abu Dhabi Residents Office states fines accumulate daily once the 10-day grace period has passed, and the UK Foreign, Commonwealth and Development Office warns fines may accumulate for each day of overstay. Outstanding fines can be checked through the GDRFA Dubai fines inquiry service, which the UAE federal portal links from its visa fees page.

Working while on a visit visa is a heavier matter. The FCDO states that if you entered the UAE on a visit visa and want to work in Dubai, you must get a probationary work permit valid for up to three months from the Ministry of Labour. It then states:

Leaving is not automatic either. The FCDO states that if you are subject to a travel ban, involved in legal proceedings, have unpaid debt or are a child subject to a custody dispute, you may be prevented from leaving the UAE, and its health guidance adds that you may be prevented from leaving if you cannot pay a medical bill. That is the practical argument for insurance that genuinely covers your itinerary — the FCDO also states you may be stopped from using UAE healthcare facilities without insurance or the means to pay.

The Smart Gates at Dubai International are usually the fastest way through passport control, and the eligibility rules are published. GDRFA Dubai lists four eligible categories:

• UAE and GCC nationals.
• UAE residents.
• Visa-on-arrival and Schengen Union guests.
• Pre-issued visa holders.

Users must be registered. GDRFA states that guests who have recently travelled through DXB are likely to have been registered when they passed the passport control check point, and it publishes a registration inquiry service where you can check your status in advance using a file number, UDB number, Emirates ID number or passport number. That check takes a minute and removes a variable from arrival.

Emirates ID is not something a visitor needs. It is mandatory for UAE citizens and residents, and tourists and short-term visitors are not a requirement category. Ignore anyone selling you one.

At the hotel, expect your passport to be copied. The FCDO notes it is normal practice for hotels to take a photocopy of your passport or Emirates ID, and that you cannot stay in a hotel if you are under 18 and not accompanied by an adult. Two smaller questions come up often. A valid or expired Israeli visa or stamp should not cause difficulties entering the UAE as a visitor, though if you plan to work, further checks may be needed and there is a risk of refused entry. And on arrival points, the UAE federal portal states that Emirates and its low-cost carrier partner flydubai both fly to and from Dubai International Airport, while Air Arabia serves Sharjah, Abu Dhabi, Dubai and Ras Al Khaimah. This part is structural rather than commercial. GDRFA Dubai states that the sponsor or host in the UAE for a single-entry tourist visa should be an establishment working in the field of tourism, and that only accredited tourism offices in the emirate can issue this kind of visa. That is a condition on the service card, not a sales argument, and it is why a Dubai tourist visa is filed through an accredited Dubai tourism establishment, an airline or a hotel rather than by the traveller alone.

What nobody can do is change eligibility, shorten a stated processing time or guarantee an approval. An agent who promises you an outcome is promising something GDRFA and ICP have not.
